How to Check Criminal History in Fulton County
Fulton County has no single public criminal-history database. The useful starting point depends on the question. An incident report stays with the Sheriff, Gloversville Police, Johnstown Police, or New York State Police. A jail entry belongs to Fulton County Corrections. A prosecution file belongs to the court of origin. DCJS keeps the fingerprint-linked New York record, while OCA Criminal History Record Search, or CHRS, is a separate public court-data product.
Gather the exact name, date of birth, spelling variants, approximate event date, municipality, and any incident, docket, or indictment number. Those details reduce common-name errors and help a clerk find an older file. Then follow the Fulton County record path that fits:
- Identify the office that created the record: arresting agency, jail, originating court, DCJS, or DOCCS.
- Check immediate county custody through VINE or call Fulton County Corrections at 518-736-2198.
- Contact the correct City, Town, or County Court for its case file and final disposition.
- Use OCA CHRS when the New York court is unknown and a statewide public summary is useful.
- Use DCJS Personal Record Review to audit your own fingerprint-linked New York criminal history.
Record route: Police report › Fulton County booking and custody › originating court file › DCJS fingerprint-linked state history.
Each stop has a limit. Police do not certify the court result, VINE does not provide a complete arrest history, and a clerk file does not replace a personal DCJS review.
Four Fulton County Criminal Record Types
A single event can leave four records that do not say the same thing. The arresting agency records allegations and officer observations. Fulton County Corrections records intake, received charges, custody, fingerprints, and release events. The prosecutor and court record the accusation actually filed, hearings, orders, plea or verdict, sentence, and disposition. DCJS groups fingerprint-supported arrests with outcomes reported by courts.
The official Fulton County government directory is the sourced starting point for finding the county office that holds a local record.
The directory helps route a request, but it is not itself a Fulton County criminal-record search.
- Booking record
- The jail's intake and custody account, based on charges received at admission.
- Certificate of disposition
- The court-certified statement of one case's outcome.
- Rap sheet
- DCJS's fingerprint-linked record of arrest and prosecution cycles.
- CHRS report
- An uncertified exact-name and date-of-birth summary of public court data.
Official New York Background Checks
The New York State Division of Criminal Justice Services, Office of Justice Information Services, is the repository for official state criminal history. Its Personal Record Review is for the subject or the subject's attorney, not a public name lookup. A Fulton County resident schedules fingerprints through IdentoGO using service code 15464Z for a suppressed record or 15465F for an unsuppressed record. DCJS lists a three-to-four-week mailed response.
The DCJS Personal Record Review instructions explain the two record versions and the challenge process.
This official self-review route can reveal a missing disposition that a Fulton County court certificate may help correct.
Fingerprint appointments begin through the official IdentoGO enrollment site, which controls currently available locations.
Search at appointment time with a Fulton County ZIP because the research did not confirm a permanent Johnstown enrollment site.
Located fees: DCJS listed $17.50 for Personal Record Review as of February 2, 2026. OCA CHRS costs $95 for each exact name and date-of-birth combination. Confirm a Fulton County certificate or copy fee with the court that owns the case.
Fulton County CHRS Is No Rap Sheet
OCA CHRS searches an exact full name and date of birth against public court data. It reports open or pending cases and convictions received from County, Supreme, City, Town, and Village courts, but sealed cases are omitted and lower-court reporting has limits. Each alias or different birth date is another paid search. A no-record response can reflect spelling, limited reporting, sealing, or delay rather than proof that no arrest ever occurred.
The request asks for the requester's contact details, subject surname and given name, middle name when applicable, exact birth date, aliases, return method, and payment. Mail requests need a self-addressed stamped envelope, and cash is not accepted. CHRS is useful when the court is unknown, but a Fulton County clerk issues the authoritative certificate of disposition.
| CHRS field | Entry rule |
|---|---|
| Requester details | Name, mailing address, telephone, and email for return when used |
| Subject name | Exact last and first name, middle name when applicable |
| Alias | Optional separate name, charged as another search |
| Date of birth | Exact date; each alternate date is another search |
| Return and payment | Email or mail; mail requires payment and a self-addressed stamped envelope |
Types of Criminal Records
Fulton County criminal records are separated by creator, legal purpose, and access rule. An early charge can change after prosecutor review, and a custody result cannot show the final case outcome. Public absence may also be required by sealing law. Keep the source name with every result.
- Incident and arrest reports contain the investigating agency's allegations, observations, and case identifiers.
- Booking and custody records show Fulton County jail intake, received charges, holds, and release events.
- Court case files hold filed accusations, appearances, motions, orders, disposition, and sentence.
- Warrant records originate with a court and law enforcement, but active or sealed matters may not be confirmed.
- State records include DCJS arrest cycles, DOCCS custody or parole fields, and registry information.
Fulton County warrants have no public countywide database. Start with the issuing court when known or call Sheriff nonemergency at 518-736-2100. SearchIQS, the County Clerk's recorded-property system, is not a criminal-case portal.
Fulton Felony Records at 223 West Main
Fulton County Court at 223 West Main Street in Johnstown conducts felony trials and shares misdemeanor jurisdiction. City and Town Courts handle misdemeanors and begin felony matters before indictment or a superior-court information moves the prosecution to County Court. The same West Main complex also contains the County Clerk and District Attorney, but physical proximity does not merge their record duties.
The Fulton County District Attorney's official page supplies the useful roster of County Court, two City Courts, and ten Town Courts.
The roster helps identify the court of origin, while the clerk of that court controls inspection and disposition requests.

What a Fulton County Criminal Record Shows
The visible fields depend on the record. A DCJS rap sheet is grouped into fingerprint-linked arrest and prosecution cycles. A Fulton County court file is organized around a docket or indictment. A jail record focuses on intake and custody. Read the label and agency before interpreting a field.
| Name & Identifiers | Current and alias names, date of birth, and identifiers such as NYSID, FBI, docket, indictment, or booking number. |
|---|---|
| Arrest / Booking Data | Arresting agency, date, received charge, intake time, custody facility, and release or hold information. |
| Charges & Statutes | Offense labels and legal sections at arrest or as formally filed, which may differ. |
| Disposition | Dismissal, plea, verdict, or other outcome reported by the originating court. |
| Sentence | Sanction imposed after conviction, such as jail, prison, probation, fine, or restitution when recorded. |
| Custody / Supervision Status | County custody, state incarceration, parole, or other public status within the source's scope. |
Private identifiers, victim information, sealed charges, youthful-offender material, and active-investigation details can be hidden or redacted. An arrest charge is an allegation and is not proof of guilt.
Correcting a Missing Fulton County Disposition
A court outcome can be missing when a disposition was delayed, reported under a mismatched identifier, or not yet transmitted. Begin with the Fulton County court that decided the charge. Ask for a certificate of disposition and verify the name, birth date, docket or indictment number, charge, and final outcome.
For your own state record, follow DCJS challenge instructions and provide the court certificate or sealing order requested. If a sealed Fulton County case remains visible, contact the sentencing clerk about transmission, use the matching DCJS seal-verification form, and request a new Personal Record Review. A Sheriff counter cannot alter court or DCJS data.
Public Access Laws
New York Freedom of Information Law governs executive-agency requests, including a releasable Fulton County Sheriff report, but it does not turn confidential DCJS criminal-history information into a public file. Judiciary records follow court administration rules. Sealing, privacy, safety, and active-investigation protections can limit access even when part of a record is public.
Key Statutes:
Public Officers Law § 87 sets FOIL access and its exemptions for agency records.
Judiciary Law § 212 authorizes court administration and court public-record practices.
Executive Law § 837 supports DCJS criminal-history maintenance and dissemination controls.
CPL § 160.50 ordinarily seals records after a favorable termination.
CPL § 160.57 establishes Clean Slate automatic sealing for eligible convictions.
The Sheriff Civil Division requires an in-person FOIL form and a copy of the requester's driver's license for an incident report. An investigator reviews release, and the division calls when an approved report or denial letter is ready for pickup.
Fulton County Jail and Sheriff Records Campus
The two public-safety buildings on State Highway 29 have easy-to-confuse numbers. Sheriff headquarters is at 2712, while the Fulton County Correctional Facility is next door at 2710. The Sheriff holds agency reports. Corrections creates jail intake and custody entries. The jail also houses the Centralized Arraignment Part for off-hours arraignments across Fulton County.
The official Fulton County Corrections page documents the facility, its 165-bed capacity, and its Centralized Arraignment Part role.
The facility reports an average daily population of about 125, but those operational figures are not a live inmate roster or a crime trend.
No official Fulton County booking log, arrest blotter, mugshot gallery, or public jail roster was found. For current local custody, call 518-736-2198 or use VINE. For the full court outcome, follow the case to the court of origin.
Sealed, Expunged & Restricted
New York primarily uses record sealing. Favorable terminations are ordinarily sealed under CPL 160.50, and certain violation-level outcomes may be sealed under CPL 160.55. Youthful-offender adjudications and juvenile files are not ordinary public criminal histories. Victim identifiers, minors' information, medical data, Social Security numbers, and active-investigation details may also be restricted.
CPL 160.59 allows application-based sealing of up to two eligible convictions, with no more than one felony, after the statutory waiting period. The filing goes to the court of the most serious conviction or, when classifications match, the latest conviction. A Fulton County applicant generally needs certificates of disposition, a sworn statement, required prior application material, and service on the prosecutor under the state instructions.
Fulton County Clean Slate Record Timing
CPL 160.57 creates automatic sealing periods of three years for eligible misdemeanors and eight years for eligible felonies, generally measured from release or sentence and adjusted as the statute directs for later convictions. Sex offenses and non-drug Class A felonies are excluded. The research notes that OCA has until November 16, 2027 to implement legacy sealing, so an eligible older Fulton County record may not disappear from every system at once.
Automatic sealing is not the same as destroying every government record. If a Fulton County result seems overdue for sealing, confirm the originating court's status first, then use DCJS seal verification or challenge procedures for your own record. Keep the signed order and certificate of disposition.
Fulton County Custody Records: Jail or DOCCS
Fulton County Corrections and DOCCS cover different custody stages. A newly lodged person may be in county pretrial custody and absent from the state-prison system. After a state transfer, the person may leave the county channel and appear in DOCCS Incarcerated Lookup. VINE supplies custody status and optional notifications, not a certified criminal history.
The official DOCCS Incarcerated Lookup and Parolee Lookup searches state custody and community-supervision records.
A DOCCS profile may show a DIN, facility, admission and sentence dates, release dates, and parole status, but not the Fulton County police narrative or full court file.
| Identity | Name, sex, birth year, and Department Identification Number |
|---|---|
| Custody | Status, facility, admission type, and admission date |
| Sentence | Aggregate term and the public release or expiration dates displayed |
| Supervision | Parole or community-supervision status when the lookup publishes it |
Fulton County Probation and Parole Records
Fulton County Probation supervises local probationers and operates pretrial services, while DOCCS Community Supervision handles parole and post-release supervision. The sentencing court file is the best public source for whether probation was imposed. Individual officer notes, treatment details, and risk information are not general public dossiers.
The Fulton County Probation page identifies the local office and county programs.
County resolutions document Pre-Trial Services and Citizens in Community Services, but those programs do not create a public participant database.
Criminal Records by City in Fulton County
Fulton County has only two incorporated cities, Gloversville and Johnstown, so no third city guide is added. Each city police department owns its incident and arrest reports. Each City Court handles misdemeanors, violations, and preliminary felony matters, while an indicted felony proceeds in Fulton County Court. County jail custody remains at the State Highway 29 facility regardless of which city agency made the arrest.
Gloversville Criminal History
Largest Fulton County city · Police reports stay with Gloversville, and City Court is at 3 Frontage Road.
Johnstown Criminal History
Fulton County seat · City Police, City Court, County Court, and the Sheriff hold distinct records.
Fulton County Federal Criminal Records
Federal criminal cases arising in Fulton County belong to the U.S. District Court for the Northern District of New York. PACER is the official federal docket service after account registration and applies its current fee schedule. The FBI Identity History Summary is a separate fingerprint-based self-check, and the Bureau of Prisons locator covers federal custody rather than the Fulton County jail.
The Northern District of New York website provides the official federal court entry point for Fulton County matters.
Federal sources should be checked only when the matter is federal; they do not replace Fulton County Court, local police, DCJS, or DOCCS records.
